A Brief History of Enrolled Agents

The role of Enrolled Agents (EAs) has its roots in the aftermath of the American Civil War. In 1884, Congress passed the Horse Act of 1884, responding to fraudulent claims for property losses. EAs were given the power to represent individuals in claims against the government to protect citizens and ensure fairness.

This is where the tradition of advocacy that we continue today began!

Fast forward to 1913, when the 16th Amendment established the federal income tax. The scope of EAs expanded, enabling them to help taxpayers navigate an increasingly complex system.

By 1921, EAs became pivotal in helping taxpayers with claims, tax preparation, and representation. The Treasury Department formalized its role under Circular 230, setting standards for those representing clients before the IRS.

Since then, the role of EAs has grown. Rigorous standards, including an exam and background checks, ensure that we remain the trusted professionals for tax matters.
